It can be viewed and downloaded at the Internet Archive at www.archive.org (not .com), and there are no restrictions on how the material is used (i.e., it's not "for certain purposes" as stated). The material is released under a CC public domain license, and according to Rick Prelinger, they estimate that "some 20,000 to 30,000 derivative works have been made using this free material," helping solve problems for many media makers.
